Victorian Royal Artillery Officers Pouch/Cap Badge?

A smaller sized badge measuring 2" x 2" which I think was worn on a pouch but may have been a cap badge? A fine fire gilt example with the cannon wheel being a separate overlay held in place by pins. The original lugs have been broken off and replaced using silver solder. A nice clean job at least.
