Victorian Royal Engineers Pouch? Badge - Silver

An unusual RE officers badge in silver (not hallmarked). Heavily toned but really quite attractive to the eye. Two screw posts to the reverse with brass fixing nuts. This badge is smaller than a cap badge. Maybe for a pouch of some type or cross belt?
